漢正街，位于長(zhǎng)江與漢江交匯處，****商貿(mào)繁榮之地，但隨著現(xiàn)代化商業(yè)模式的沖擊和水運(yùn)優(yōu)勢(shì)的衰退，市場(chǎng)逐漸衰落。2011年，政府啟動(dòng)了漢正街地區(qū)的綜合改造，旨在通過(guò)產(chǎn)業(yè)升級(jí)、城市更新，消除安全隱患。2013年提出建設(shè)漢正街文化旅游商務(wù)區(qū)，引入高端商業(yè)和文化旅游等產(chǎn)業(yè)。2025年初，為提升市場(chǎng)能級(jí)和城市形象，市政府組織編制了《漢正街市場(chǎng)區(qū)域更新升級(jí)方案》，****商貿(mào)服務(wù)和文化旅游的 “雙T”發(fā)展戰(zhàn)略，提出了 “一核三圈層”的產(chǎn)業(yè)分區(qū)及“兩片三路”亮點(diǎn)引爆項(xiàng)目，**九如為其中的核心引爆片。****政府“將漢正街區(qū)域轉(zhuǎn)型樹(shù)立為全市城市轉(zhuǎn)型帶動(dòng)產(chǎn)業(yè)轉(zhuǎn)型的標(biāo)桿”的要求，高品質(zhì)推進(jìn)**九如片區(qū)更新，打造全市更新示范樣板，特開(kāi)展本次**九如改造提升深化方案國(guó)際征集。

Hanzheng Street, situated at the confluence of the Yangtze River and the Hanjiang River, was historically a thriving hub for commerce and trade. However, with the advent of modern business models and the diminishing advantages of water transportation, the market has experienced a gradual decline. In 2011, the government initiated an extensive renovation of the Hanzheng Street area to mitigate potential safety risks through industrial upgrading and urban renewal. In 2013, a proposal was made to establish the Hanzheng Street Cultural Tourism Business District, with the aim of introducing high-end commercial and cultural tourism industries. In early 2025, to elevate the market’s capabilities and enhance the city’s image, the municipal government organized the formulation of the “Hanzhengjie Market Area Renewal and Upgrade Plan.” This plan continues the “Dual-T” development strategy, which emphasizes both commerce and trade services as well as cultural tourism. It proposes an industrial zoning model of “one core, three circles” and highlights “two key zones and three pivotal routes” as flagship projects, with Xin’an Jiuru designated as the core catalyst zone among them. To implement the municipal government’s requirement to “establish the transformation of the Hanzheng Street area as a benchmark for urban transformation driving industrial transformation across the city,” we will promote high-quality renewal of the Xin’an Jiuru area and create a city-wide renewal demonstration model. Therefore, we are launching this International Call for Proposals: Enhanced Renovation Plan for Xin’an Jiuru Project.

本次征集活動(dòng)面向全球公開(kāi)邀請(qǐng)具有相關(guān)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)，歡迎全球優(yōu)秀的設(shè)計(jì)機(jī)構(gòu)廣泛參與。

This Call for Proposals is open to design institutions possessing relevant planning and design experience globally, and outstanding design institutions worldwide are encouraged to participate extensively.

一、項(xiàng)目概況

（一）項(xiàng)目名稱：**九如改造提升深化方案國(guó)際征集

(1) Project Name: International Call for Proposals: Enhanced Renovation Plan for Xin’an Jiuru Project

（二）設(shè)計(jì)范圍：本次征集工作包括整體范圍、重點(diǎn)深化設(shè)計(jì)范圍。

(2) Design Scope: This Call for Proposals encompasses the comprehensive scope and critical detailed design scope.

整體范圍：為**九如片區(qū)，北至長(zhǎng)堤街，南至大夾街，****南路，西至全新街，用地面積約10.8公頃。

Overall Scope: The Xin’an Jiuru area is bounded by Changdi Street to the north, Dajia Street to the south, Youyi South Road to the east, and Quanxin Street to the west, encompassing a land area of approximately 10.8 hectares.

重點(diǎn)深化設(shè)計(jì)范圍：為**九如片區(qū)的“兩街三巷”及大夾街、長(zhǎng)堤街沿線區(qū)域。即**街、全新街、藥幫一巷、藥幫大巷、九如巷、大夾街、長(zhǎng)堤街及周邊建筑區(qū)域，全長(zhǎng)約1千米，用地面積約4.08公頃。

Focus on expanding the design scope to encompass the “two streets and three lanes” within the Xin’an Jiuru area, as well as the regions adjacent to Dajia Street and Changdi Street. The specified area encompasses Xin’an Street, Quanxin Street, Yaobang Alley 1, Yaobang Avenue, Jiuru Alley, Dajia Street, Changdi Street, along with the adjacent building zones. The total length of this area is approximately 1 km, covering a land area of roughly 4.08 hectares.

（三）征集目標(biāo)：旨在通過(guò)將空間改造與運(yùn)營(yíng)策略深度結(jié)合的理念，借鑒有機(jī)更**業(yè)態(tài)煥新的成功案例實(shí)踐經(jīng)驗(yàn)，破解片區(qū)建筑破舊、環(huán)境雜亂、業(yè)態(tài)低端等痛點(diǎn)，激活文化基因，構(gòu)建可持續(xù)運(yùn)營(yíng)模式，將漢正街區(qū)域****示范區(qū)，成為全市城市轉(zhuǎn)型帶動(dòng)產(chǎn)業(yè)轉(zhuǎn)型的標(biāo)桿，****商貿(mào)中心與文化旅游目的地。

(3) Objectives of the Call: The aim is to integrate spatial transformation deeply with operational strategies, drawing on successful case studies of organic renewal and business revitalization. By addressing the pressing issues of dilapidated buildings, chaotic environments, and low-end business formats within the district, we seek to activate cultural heritage, establish a sustainable operational model, and transform the Hanzhengjie area into a model window showcasing the integration of culture, commerce, and tourism. This endeavor aims to set a benchmark for urban transformation driving industrial transformation across the city, thereby supporting Wuhan’s ambition to become an international commerce and trade hub as well as a cultural and tourism destination.

（四）主要內(nèi)容：針對(duì)整體范圍，提出設(shè)計(jì)理念與整體空間結(jié)構(gòu)、平面布局、交通流線組織、空間意向形態(tài)等內(nèi)容。針對(duì)重點(diǎn)深化設(shè)計(jì)范圍，提出詳細(xì)設(shè)計(jì)方案、產(chǎn)業(yè)業(yè)態(tài)類型規(guī)模與空間落位、街巷景觀與場(chǎng)所營(yíng)造、節(jié)點(diǎn)詳細(xì)設(shè)計(jì)，以及更新與運(yùn)營(yíng)模式、投資測(cè)算等內(nèi)容。

(4) Principal Contents: In accordance with the comprehensive scope, propose the design concept along with the overall spatial structure, plan layout, traffic flow organization, spatial intention form, and other relevant elements. In accordance with the principal scope of deepening design, the detailed design scheme, industrial type, scale and spatial location, street landscape and place creation, node detailed design, update and operational mode, investment calculation, and other relevant aspects are proposed.

二、應(yīng)征人資格要求

（一）應(yīng)征人應(yīng)為依法注冊(cè)的從事城市規(guī)劃、設(shè)計(jì)的法人實(shí)體；

(1)The applicant must be a legally registered entity actively involved in urban planning and design.

（二）應(yīng)征人應(yīng)有與本項(xiàng)目類似的城市更新深化方案的設(shè)計(jì)經(jīng)驗(yàn)，或城市更新策劃運(yùn)營(yíng)經(jīng)驗(yàn)；

(2)Applicants must possess experience in the design of urban renewal deepening plans comparable to this project, or have experience in urban renewal planning and operations.

（三）本次征集接受聯(lián)合體參與，以聯(lián)合體形式參與的還需滿足如下條件：

(3) This call for proposals accepts participation from consortia. For those participating in the form of a consortium, the following conditions must also be met:

1、聯(lián)合體各方必須簽訂聯(lián)合體協(xié)議書(shū)，明確聯(lián)合體牽頭單位和成員的權(quán)利義務(wù)，并且聯(lián)合體中至少有一方滿足應(yīng)征人資格要求中（一）、（二）款要求；

2、以聯(lián)合體形式參與征集的，聯(lián)合體各方不得再以自己名義單獨(dú)或加入其他聯(lián)合體參加本次征集活動(dòng)；

3、根據(jù)本次征集項(xiàng)目特點(diǎn)，為保證應(yīng)征人對(duì)項(xiàng)目所在地文化和國(guó)內(nèi)相關(guān)標(biāo)準(zhǔn)規(guī)范的準(zhǔn)確理解，境外設(shè)計(jì)單位須與境內(nèi)設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參與，并以境內(nèi)設(shè)計(jì)機(jī)構(gòu)作為聯(lián)合體牽頭單位；

（四）除聯(lián)合體的成員外，應(yīng)征人之間不得存在直接控股、管理關(guān)系或者單位負(fù)責(zé)人為同一人的情形。

(4) Except for members of a consortium, there shall be no direct ownership or management relationship between the applicants, nor shall the person in charge of any unit be the same individual.

三、征集流程

**九如改造提升深化方案國(guó)際征集活動(dòng)分為如下兩個(gè)階段進(jìn)行：

The International Call for Proposals: Enhanced Renovation Plan for Xin’an Jiuru Project will be conducted in the following two stages:

（一）第一階段為“資格預(yù)審”階段。

(1) The initial phase is the “pre-qualification” stage.

1、主辦單位發(fā)布征集公告。

2、有意參加本次征集活動(dòng)的應(yīng)征人可通過(guò)電子郵件進(jìn)行信息登記，應(yīng)征人信息登記資料（附件1）應(yīng)為蓋章或簽字的PDF掃描版（同時(shí)附上DOC格式）以及獲取征集大綱費(fèi)用的支付憑證，E-mail至郵箱****@163.com，承辦單位收到并完成信息登記后，將《**九如改造提升深化方案國(guó)際征集大綱》（下文簡(jiǎn)稱《征集大綱》）電子版文件發(fā)送給應(yīng)征人。征集大綱售價(jià)：500(元)，售后不退。

3、《征集大綱》獲取時(shí)間：2025年6月9日至2025年6月16日17:00（中國(guó)**時(shí)間）。

4、應(yīng)征人應(yīng)按照《征集大綱》的要求編制資格預(yù)審申請(qǐng)文件，資格預(yù)審申請(qǐng)文件主要為商務(wù)文件，并在遞交截止時(shí)間2025年6月20日9：00前（中國(guó)**時(shí)間）將《資格預(yù)審申請(qǐng)文件》PDF掃描版發(fā)送至指定郵箱****@163.com（收到資格預(yù)審申請(qǐng)文件的時(shí)間以上述指定郵箱收件箱顯示的收件時(shí)間為準(zhǔn)）。

5、主辦單位將組織對(duì)應(yīng)征人遞交的資格預(yù)審申請(qǐng)文件進(jìn)行評(píng)審，選出4家設(shè)計(jì)機(jī)構(gòu)入圍，入圍單位在得到確定入圍通知后，應(yīng)按時(shí)提交《參與確認(rèn)函》。

（二）第二階段為“方案征集”階段。

(2) The second stage is the “Call for Proposals” phase.

1、主辦單位擬于2025年7月23日，將組織中期成果檢查，入圍的設(shè)計(jì)機(jī)構(gòu)應(yīng)派項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)人員進(jìn)行中期成果匯報(bào)。

2、入圍的設(shè)計(jì)機(jī)構(gòu)須于2025年8月27日12:00時(shí)前提交成果至主辦單位指定地點(diǎn)（具體地點(diǎn)另行通知）。主辦單位將舉辦專家評(píng)審會(huì)（具體時(shí)間地點(diǎn)另行通知），設(shè)計(jì)機(jī)構(gòu)須派項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)人員來(lái)漢匯報(bào)設(shè)計(jì)成果，經(jīng)專家評(píng)審為滿足設(shè)計(jì)任務(wù)要求的方案，將形成獲獎(jiǎng)排名，排名設(shè)置第一名1個(gè)，第二名1個(gè)，第三名2個(gè)。

四、設(shè)計(jì)費(fèi)

根據(jù)獲獎(jiǎng)排名：

In accordance with the hierarchy of awards:

給予排名第一的設(shè)計(jì)機(jī)構(gòu)120萬(wàn)元人民幣的設(shè)計(jì)獎(jiǎng)金。

A design bonus amounting to 1.2 million yuan shall be awarded to the design agency that achieves the highest ranking.

給予排名第二的設(shè)計(jì)機(jī)構(gòu)80萬(wàn)元人民幣的設(shè)計(jì)獎(jiǎng)金（設(shè)計(jì)補(bǔ)償）。

A design bonus of 800,000 yuan (design compensation) will be awarded to the design institution ranked second.

給予并列排名第三的設(shè)計(jì)機(jī)構(gòu)各50萬(wàn)元人民幣的設(shè)計(jì)獎(jiǎng)金（設(shè)計(jì)補(bǔ)償）。

Design firms sharing the third-place ranking will each receive a design prize of 500,000.yuan (design compensation).

（注：以上費(fèi)用均含稅，且設(shè)計(jì)機(jī)構(gòu)須與技術(shù)支持單位簽訂合同）

(Note: The aforementioned fees are inclusive of taxes, and the design agency is required to enter into a contract with the technical support unit.)

五、征集說(shuō)明

（一）在本次方案征集中，優(yōu)勝設(shè)計(jì)機(jī)構(gòu)在后續(xù)建筑方案設(shè)計(jì)中獲得優(yōu)先考量。

(1) In this call for proposals, the selected design institution will be granted priority consideration for the subsequent architectural scheme design.

（二）本次征集活動(dòng)設(shè)計(jì)費(fèi)均以人民幣在境內(nèi)支付，境外應(yīng)征人無(wú)法收取人民幣的，可授權(quán)國(guó)內(nèi)合法獨(dú)立法人代收款項(xiàng)。

The design fee associated with this Call for Proposals activity shall be disbursed in RMB within China. In instances where overseas applicants are unable to receive RMB directly, they may authorize domestic legal entities to collect the payment on their behalf.

（三）應(yīng)征人對(duì)應(yīng)征方案享有署名權(quán)，經(jīng)主辦單位許可后可通過(guò)傳播媒介、專業(yè)雜志、書(shū)刊或其他形式評(píng)價(jià)、展示其應(yīng)征作品。在承辦單位支付設(shè)計(jì)補(bǔ)償后，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的設(shè)計(jì)中使用應(yīng)征設(shè)計(jì)成果，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位在本項(xiàng)目的方案調(diào)整綜合時(shí)可以全部或部分使用應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果，也可對(duì)其進(jìn)行修改，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位還可對(duì)所有應(yīng)征成果印刷、出版和展覽，可通過(guò)傳播媒介、專業(yè)雜志、書(shū)刊或其他形式評(píng)價(jià)、展示、宣傳應(yīng)征設(shè)計(jì)成果。

(3) Applicants shall retain the right of authorship for the bidding scheme and, with the sponsor’s permission, may evaluate and exhibit their works through media, professional journals, books, periodicals, or other formats. Upon the payment of the design compensation by the sponsor, the sponsor, the organizer and the project construction unit shall have the right to utilize the applied design results in the project’s design. The sponsor, the sponsor and the project construction unit may employ all or part of the applied design documents and design results in the adjustment and synthesis of the project plan, or modify them as necessary. Furthermore, the sponsor, the sponsoring unit, and the project construction unit are entitled to print, publish, and exhibit all the applied design results, as well as to evaluate, display, and publicize the applied design results through media, professional magazines, books, periodicals, or other forms.

（四）應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果在中國(guó)境內(nèi)以及境外沒(méi)有且不會(huì)侵犯任何其他人的知識(shí)產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，若其應(yīng)征設(shè)計(jì)文件使用或包含任何其他人的知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。

(4) The applicant shall ensure that the submitted design documents and design results do not and will not infringe upon the intellectual property rights (including but not limited to copyrights and patent rights), proprietary technology, or trade secrets of any other individual or entity, both within and outside China. The applicant must ensure that they have obtained the legal, valid, and sufficient authorization from the rights holder if their design documents utilize or contain the intellectual property rights, know-how, or trade secrets of any other individual. The applicant shall bear all liability for compensation arising from the infringement of intellectual property rights, know-how, or trade secrets of others.

（五）應(yīng)征人所獲設(shè)計(jì)費(fèi)的稅金（含中國(guó)境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)）和在整個(gè)過(guò)程中發(fā)生的一切費(fèi)用均由應(yīng)征人自理。

（5）The taxes, including various taxes and surcharges payable both within and outside China, associated with the design fee received by the applicant, as well as all expenses incurred throughout the entire process, shall be the responsibility of the applicant.

（六）本次征集活動(dòng)中的所有文件及往來(lái)信函均應(yīng)使用中文或中英雙語(yǔ)，中英文內(nèi)容如有出入以中文為準(zhǔn)。

(6) All documents and correspondence in this solicitation shall be made in Chinese or both Chinese and English. In case of any discrepancy between Chinese and English version, the Chinese version shall prevail.

（七）參加本次活動(dòng)的應(yīng)征人均被視為承認(rèn)本公告的所有條款。

（7）Applicants participating in this activity shall be considered to have accepted all the terms outlined in this announcement.

（八）本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸主辦單位所有。

(8) The ultimate authority for the interpretation of this Call for Proposals and its associated documents resides with the sponsor

（九）本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民**國(guó)的法律和法規(guī)。

(9) The laws and regulations governing this Call for Proposals activity, as well as the associated documents, are exclusively those of the People’s Republic of China.
